The purpose is to conscientiously implement the policies of the State Council and East China's Jiangsu province for promoting the high-quality development of development zones. These include "Opinions of the State Council on Promoting the Innovation and Improvement of National Economic and Technological Development Zones to Create a New Highland for Reform and Opening up".
They also include "Several Opinions of the State Council on Promoting the High-quality Development of National High-tech Industrial Development Zones", the "Provincial Government's Implementation Opinions on Promoting the Innovation and Improvement of the Province's Economic Development Zones and Creating a New Highland for Reform and Opening-up" and the "Implementation Opinions of the Provincial Government on Promoting the High-quality Development of High-tech Industrial Development Zones in the Province".
The policies and measures will help promote the city's development zones to increase innovation and entrepreneurship, strengthen reform system integration, expand high-level opening up and to lead high-quality development.

There are 32 measures in five areas. The first is to deepen the reform of the system and mechanism by systematically promoting the integration and upgrading of "one zone with multiple parks", exploring the implementation of the "development zone + functional park" development model – and deepening the integrated reform of "decentralization, management and services" in development zones.
The second is to promote open cooperation at a high level, optimize the structure of the use of foreign capital, improve the quality of foreign trade, promote the active integration of development zones into the integrated development of the Yangtze River Delta – and to strengthen open carriers such as China-Singapore, China-Germany, China-Japan and the cross-Straits.
The third is to enhance innovation and development capabilities, strengthen the dominant position of enterprise innovation, promote the concentration of various innovation elements in enterprises, promote the effective connectivity of scientific and technological innovation resources in the development zone and the Yangtze River Delta and to strengthen platform construction and sharing.
The fourth is to improve the development level, vigorously develop the digital economy, accelerate the intelligent transformation and digital transformation of the manufacturing industry and upgrade the modernization level of the industrial supply chain, as well as to promote the low-carbon, circular and intensive development of development zones.
The fifth is to optimize the guaranteed provision of factor resources, promote the intrinsic safety of development zones, strengthen the role of assessments and guidance, implement differentiated assessments for different types of development zones and to improve the service enterprise mechanism to provide enterprises with comprehensive life-cycle services.
